FHA Workgroups

FHA has established a renewed governance structure to better coordinate with the FHA federal partner community. The governance structure includes a Governing Board, Managing Board, Advisory Board, and Technical Workgroups – which include a Federal Health Modeling Workgroup, Healthcare Directory Workgroup, Patient Consent & Authorization Workgroup, Collaboration & Coordination Workgroup and a Directed Exchange Workgroup. The federal partners are represented on each Board and workgroup.

The Governing and Managing Boards are comprised of representatives from the agencies that provide funding to FHA through interagency agreements. The Governing Board provides strategic direction and oversight while the Managing Board is responsible for the planning and management of FHA initiatives.

Development of the Advisory Board is in the planning stage. FHA hopes to use this board to convene health IT leaders in the commercial industry, academia and the federal government. The purpose of this Board will be to collaborate on trends and issues facing health information exchange, and suggest solutions that will support better healthcare for all citizens.

Board and workgroup meetings are convened as determined by FHA and the federal partners, in accordance with chartering documents.

FHA Workgroups


  • Federal Health Modeling Workgroup

    Plans, coordinates, and oversees FHA modeling related activities; provides recommendations to the FHA Managing Board on future modeling priorities, and how FHA resources might best be deployed. This workgroup also oversees work related to the Federal Health Information Model.

  • Healthcare Directory Workgroup

    Provides a community for federal agencies to investigate current efforts and potential solutions for creating scalable and sustainable electronic directories of clinician information. The workgroup’s efforts will focus primarily on the lookup and dissemination of Direct Secure Messaging addresses.

  • Patient Consent & Authorization Workgroup

    Provides a community for federal agencies to investigate current efforts and potential solutions (both policy and technology) for resolving patient consent issues.

  • Collaboration & Coordination Workgroup

    Designed to provide a forum for participating FHA partners, and other agencies and organizations working with FHA, to share information about their involvement in FACA workgroups, the S&I Framework, FHA technical workgroups and other activities/interests. This workgroup strives to identify areas of collaboration, trends and gaps where partners can collaborate to increase secure HIE and reduce inefficiencies.

  • Directed Exchange Workgroup

    The overarching goal of the FHA Directed Exchange Workgroup is to support implementation of directed exchange by federal partner.         

    • Security Sub-Workgroup: Defines standards and gaps among agency security polices pertaining to Directed Exchange that may inhibit full participation in Direct by federal agencies. The workgroup also conducts risk assessments, defines common policy and provides recommendations to ONC.
    • Implementation Sub-Workgroup: Review of technology and implementation issues and Provide recommendations on technical solutions, consistent with Applicability Statement, to implement policy requirements
