Dr. Eisenberg has extensive experience in leading the development of health IT standards for quality measurement, including the development of the Quality Data Model and using it to retool 113 quality measures into electronic format. He has participated substantively on the HITSC Quality Workgroup and the HITSC Vocabulary Task Force. Dr. Eisenberg has synthesized feedback regarding the clinical quality measures in the Meaningful Use program. He is applying that knowledge in updates to the 113 quality measures and advice to CMS and ONC contractors as they retool and create new measures to be considered for the next stages of Meaningful Use. He also coordinated two NQF expert panel reports. One report describes a clinical decision support (CDS) taxonomy to align quality measurement and CDS. The other report provides a technology assessment framework to allow measurement and reporting of EHR usage. Dr. Eisenberg’s work aligns closely with the Standards and Interoperability Framework to enable the goal of quality measurements as a byproduct of routinely coordinated clinical care.
