The Standards Development Organization Collaboration to Enhance Standards Alignment, Testing, and Measurement funding opportunity announcement (FOA) will establish a mechanism for ongoing collaboration among ONC and various standards development organizations (SDOs). It aims to provide support to these organizations for standards and interoperability work within these organization’s portfolios that is of mutual interest to ONC. This includes, but is not limited to, standards that involve clinical data exchange, such as those used for e-prescribing, public health reporting, “query,” research, lab ordering and lab results; standards for transporting clinical health information; and standards used to represent clinical concepts in vocabularies, terminologies, and code sets. This FOA will be a full and open competition. Up to five (5) new cooperative agreements will be awarded. This new FOA will provide funds for one year with the ability to provide additional funds for up to five years, subject to funding availability.

The U.S. Department of Health and Human Services (HHS) activities support efforts to enhance the health and well-being of Americans by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services. Total funding available is $100,000. This collaboration with various SDOs will begin with a focused review of their available or potential standards testing infrastructure and their ability to measure the way in which the standards they publish are used in the field.
