Grants Management Advisories

Grants Management Advisories (GMAs) provide guidance for ONC grant and cooperative agreement recipients in selected areas based on ONC’s receipt of recurring questions or other factors. They provide a common interpretation for all ONC recipients of how ONC will apply existing policy as reflected in award terms and conditions. GMAs do not replace or modify award terms and conditions. If there is any discrepancy between the general information in a GMA and the terms and conditions in the Notice of Grant Award (NGA), the NGA prevails. In the event that there is any discrepancy between the information provided in a GMA and any Office of Management and Budget (OMB) or Department of Health and Human Services (HHS) grants policy requirement, the OMB or HHS requirement prevails. Check back periodically to see if any new GMAs have been added or existing GMAs updated.

GMAs are numbered by the year of issuance and sequentially within the year, e.g., 2013-01.

Program Information Notices and Program Assistance Letters

Program Information Notices (PINs) and Program Announcement Letters (PALs) notify recipients of ONC grants and cooperative agreements of program-specific policies, policy interpretation, or guidance. In several cases, PALs have been used to supplement GMAs or other announcements by ONC’s Office of Grants Management by notifying recipients of grants and cooperative agreements of changes in reporting or expenditure requirements.

Forms and Instructions

For applications and required reporting under its grants and cooperative agreements, ONC uses government-wide standard forms in the award and administration of grants.
