ONC does not have any statutory requirements that specifically address its application review process. Rather, as a component of the Department of Health and Human Services (HHS), ONC follows the HHS grants policy requirements for objective review. Based on these requirements, application reviewers can be Federal employees, as long as they do not work in the funding office or serve in a decision-making capacity, or non-federal employees. An objective reviewer also must not have a financial conflict of interest in an application(s) he or she reviews. Objective reviewers will review all responsive applications from eligible applicants.
