What is the nature of ONC's substantial involvement under a cooperative agreement?

The difference between a grant and a cooperative agreement, as specified in the Federal Grant and Cooperative Agreement Act is that, under a cooperative agreement, the Federal awarding agency is substantially involved in performance.

ONC’s involvement under its cooperative agreements includes providing technical assistance to recipients; giving programmatic direction to recipients, such as approving entry into a subsequent phase of a project; and, for programs requiring an advisory committee, reviewing and approving advisory committee membership.
