If an award includes a restriction—sometimes termed a “special award condition”—it may either limit your ability to incur costs for a particular activity or limit your ability to request an advance of funds from the HHS Payment Management System. The Notice of Grant Award that imposes the restriction will indicate its effect and what you must do for ONC to remove the restriction.

If the restriction is based on a requirement for you to submit a particular document for review and approval, e.g., an operations plan or a revised budget, once you submit it to ONC and both your project officer and grants management officer review and approve it, the grants management officer will issue a revised Notice of Grant Award.

As appropriate, ONC will provide a copy of the revised Notice of Grant Award to the HHS Payment Management System, allowing you access to the previously restricted funds. ONC will complete this entire process as quickly as possible, but it may take up to 30 days.
