As described, this sounds like a vendor relationship where you will be seeking the help of an organization that offers such services as part of its regular business activities. The factors that distinguish a vendor relationship from a subrecipient relationship include that the organization providing the services does so as part of normal business operations; provides similar goods or services to many different purchasers; operates in a competitive environment; and provides goods or services that are ancillary to the operation of the Federal program. A vendor would not be subject to compliance requirements of the ONC award.
