Generally, the required matching percentage remains the same throughout the project period and does not vary from year to year even though the base to which it is applied may change due to a change in funding. For example, if Federal funding is increased, it would result in an increase in the amount of required matching or cost sharing, but no change in the proportionate share. The treatment of the non-federal share under the State Health Information Exchange (State HIE) program is an exception to that general rule. In the State HIE program, the matching share increases over time. The Notice of Grant Award will specify the recipient share and how it is calculated and, if the matching rate changes, the period covered.
