Unless the statute that authorizes a program specifically limits eligibility for subawards, all types of entities, including for-profit organizations, are eligible. To determine whether a particular type of entity can receive a subaward, check the ONC funding opportunity announcement. Keep in mind that you cannot pay a fee or profit and different requirements apply to a for-profit subrecipient than to a non-profit subrecipient. Two other aspects of subaward eligibility relate to the particular entity. The entity must have a DUNS number to apply for a subaward, and it must not be suspended or debarred to be able to receive a subaward.
