Hospitals that began the Meaningful Use program in 2011 were 6 percentage points more likely to select at least one public health measure without an exclusion by their third year of participation (2013), compared to their first year of participation (2011).

  1. Eligible Hospitals and Critical Access Hospitals are participating in a voluntary incentive program whereby they demonstrate meaningful use of certified electronic health record technology. One of the requirements of the Meaningful Use program is that hospitals must electronically report data to a local jurisdiction public health agency in at least one of three categories: immunizations, laboratory results or syndromic surveillance. Hospitals may select a measure and claim an exclusion if the local public health agency does not have the capacity to accept these data electronically.
  2. First year attestations in the EHR Incentive Program cover a 90-day period within a fiscal year. Years 2 and 3 of the program cover an entire fiscal year.
