Advancements in Health IT: ASTP/ONC’s Approved SVAP Standards for 2025

As part of ASTP/ONC’s annual Standards Version Advancement Process (SVAP), the Approved Standards for 2025 are now available. SVAP is designed to support industry interoperability needs and enable the use of newer standards in the ONC Health IT Certification Program (Certification Program). Beginning August 29, 2025, Health IT developers participating in the Certification Program can voluntarily incorporate the 2025 SVAP standards into their Certified Health IT Modules.

Notable Updates and Feedback on the 2025 Approved SVAP Standards

United States Core Data for Interoperability Version 5

ASTP/ONC received significant public support for including United States Core Data for Interoperability (USCDI) v5 as part of the 2025 SVAP standards. USCDI v5 represents the latest iteration of the standardized set of health data classes and elements that are essential for nationwide interoperability. More information on USCDI v5 can be found in ASTP Standards Bulletin 2024-2.

Annual Updates

In addition to USCDI v5, public comments strongly advocated for the advancement of the associated HL7® FHIR® US Core Implementation Guide STU 8.0.0 (US Core IG v8) and HL7 CDA® R2 Implementation Guide: Consolidated -CDA Templates for Clinical Notes Edition 4.0 – US Realm (June 2025) standards to guide industry toward consistent implementation of USCDI v5. US Core IG v8 sets the foundation for other US Realm FHIR® implementation guides and ensures that health IT developers can access, exchange, and use the expanded set of data in USCDI v5.

ASTP/ONC also received significant support for including CMS annual updates to Quality Reporting Document Architecture – Category I and III standards. These standards serve as critical resources for healthcare providers and organizations participating in CMS quality reporting programs.
