Select Portions of the HITECH Act and Relationship to ONC Work

Health IT Policy and Standards Committees

HITECH amends Section 3002 of the Public Health Service Act to establish the Health IT Policy Committee to make policy recommendations to the National Coordinator around the implementation of a nationwide health information technology infrastructure. Section 3003 establishes the Health IT Standards Committee to make recommendations to the National Coordinator around standards, implementation specifications, and certification criteria for electronic exchange and use of health information. Health IT Standards, Certification, and Interoperability

HITECH amends Sections 3004 and 3005 of the Public Health Service Act to describe the processes for evaluation, adoption, and implementation of endorsed standards, implementation specifications, and certification criteria for health IT. Testing Health IT Standards

Section 13201of HITECH describes ONC’s work with the National Institute for Standards and Technology to test standards and implementation specifications for electronic exchange and use of health information. Read more about the 2014 Edition Testing and Certification Program.

Grant, Loan, and Demonstration Programs for Health IT

Section 13301 of HITECH establishes grant, loan, and demonstration programs to assist providers and the health care community in adopting, implementing, and effectively using certified EHR technology for the electronic exchange and use of health information. Privacy and Security

Sections 13400-13411of HITECH describe HHS’s work to improve privacy and security provisions for electronic exchange and use of health information. Read more about HHS’s work on privacy and security.

Medicare and Medicaid EHR Incentive Programs

Sections 4001-4201 of HITECH establish the Medicare and Medicaid EHR Incentive Programs to provide incentive payments for eligible professionals, hospitals, and critical access hospitals as they adopt, implement, upgrade, or demonstrate meaningful use of certified EHR technology.
