WA State Department of Health ELR Comments

Washington State Department of Health appreciates having the standards listed on the “Electronic Transmission of Reportable Lab Results to Public Health Agencies” page and only has one recommended change at this time. Washington State Department of Health recommends adding FHIR US Lab Report (https://www.hl7.org/FHIR/2016May/uslab/uslabreport-guide.html) as an emerging standard for electronic lab reporting.

Please add to “Limitations, Dependencies, and Preconditions”

EHRs should report required public health information directly to public health agencies (PHA) using eCR (electronic case reporting) standards or other appropriate standard from the ISA section “Case Reporting to Public Health Agencies”. This will provide the data timelier to the PHA which may support improved patient tracking.    This will also curtail proliferation of ancillary information that is not necessary to process laboratory test results being added to the ELR.  Additionally, the laboratory will not be required to serve as a data repository and be required to add new fields and/or store and forward to public health agencies.

 

Please review the “Applicable Security Patterns for Consideration” applicability to the section and if not applicable, remove.  This would be more appropriate in an introductory section.  This change, if approved, might be applied throughout the document.

The Pharmacy HIT Collaborative supports the use of HL7 2.5.1; HL7 Version 2.5.1: Implementation Guide: Electronic Laboratory Reporting to Public Health (US Realm), Release 1 with Errata and Clarifications and ELR 2.5.1 Clarification Document for EHR Technology Certification; the balloted drafts of HL7 Version 2.5.1 Implementation Guide: Electronic Laboratory to Public Health, Release (US Realm), Draft Standard for Trial Use, Release 1.1; and emerging implementation specification HL7 Version 2.5.1 Implementation Guide: S&I Framework Laboratory Results Interface Implementation Guide, Release 1 STU Release 2 (US Realm), which is in development.
